The future of Renewable Energy in Kuwait

Beatona team member interviewed some officials in terms of the following issues: the renewable energy in the state of Kuwait. The projects of the state in this respect. The future plans, which were developed. Evaluation of the citizens response in this respect. Role of government in the forthcoming periods.

Eng./Fouad Al Own, deputy minister of Electricity and Water, emphasized that the sector of renewable energy received considerable attention from different authorities in the state of Kuwait, especially after the proclamation of (his Highness Prince), in terms of his future vision for the energy production. This vision was the process of utilizing the sources of renewable energy, so that the required electric power could be generated, provided that this kind of energy consumption would be 15% of the total consumption by the year 2030. Thus, on one hand, dependency on Oil, which was considered the main source of income in the state of Kuwait, would be decreased, and on the other hand the negative environmental effects, which resulted from the use of fossil fuel in energy production processes, would be decreased.

- With regard to Dr./Salem Alhajraf, the founder of Shagaya Project for renewable energy and Deputy Director General Kuwait Foundation for the Advancement of Science, he stated that the production of renewable confined to the wind power and solar power in the state of Kuwait and the Arabian Gulf region, owing to the unavailability of natural resources for other techniques and less costly. Dr./Salem Alhajraf pointed out that Shagaya station was the major production center of renewable energy. He added that there were other projects, which were much smaller, such as the preparation of designing 150 solar-ready homes, which would produce renewable energy. With regard to the evaluation of response for the different governmental authorities and citizens in terms of the projects of renewable energy, Dr./Salem Alhajraf pointed out that the experiences had provided them sufficient information for the process of managing the renewable energy projects, but the role of government and ministry was very important in terms of developing incentives, which were economically viable, for the citizen, so that the citizen would invest to produce the renewable energy through installing proper roofs for their homes. Dr./Salem Alhajraf added that the laws, which regulated this process was existed, but the enforcement machinery was not existed. He added that the state had to develop plans for rationalizing consumption in terms of electricity and water, as Kuwait became one of the three states in the world in terms of per capita consumption of energy and water.

- With respect to Shagaya project for renewable energy, Dr./Ayman Alkatan, director of Renewable Energy Program under Kuwait Institute for scientific research and the current manager for Shagaya project, declared that the first phase of the project had been completed, with production capacity (10 megawatts), the second phase would have a production capacity (1000 megawatts) instead of 70 megawatts, and the third phase would have a production capacity (1000 – 1500 megawatts).

- Dr./Ayman Alkatan emphasized that the targeted production capacity would be (3000 megawatts), which would be achieved in the forthcoming periods, this amount was considered 40% - 50% of the targeted production capacity, which was proclaimed by his Highness Prince. Dr./Ayman Alkatan stated that The start-up operations of Shagaya station would be conducted in June of the next year (2018) and that the next phase would be performed through the petroleum sector, as well as the third phase would be executed through Kuwait Authority for Partnership Projects. Dr./Ayman Alkatan pointed out that there were popular wish in the state of Kuwait in terms of the use of renewable energy and that people contributed to promote this paradigm shift, which took place in the energy market. The only obstacle was the unavailability of laws, which could regulate this matter. It would be possible to depend mainly on the renewable energy in the future, by as much as 80%.
